INTRODUCTION

As a woman born and raised in a socially conservative and economically under-privileged country like Bangladesh, I know from my experience how women are generally typecast and their activities and opportunities are restricted and measured through the gender lense. I have had a supportive family, who encouraged my higher education, career aspirations and also aided me in my duties to my family and the state. I joined public service after being ranked among top-5% performers in the first Bangladesh Civil Service examination, which was held soon after the country achieved independence in 1971. I can fully realize that the right amount of education, social awareness and appreciation, coupled with progressive government policies can go a long way in empowering women and enabling them to fulfill their true potentials.

During my career in public service spanning over 32 years, I played an active role in educating and creating public awareness on importance of women’s rights. I actively promoted women’s financial independence, creation of an enabling environment for gender-friendly social system as well as access to health, education, nutrition, legal and others support services for women, adolescent girls and children. I have also worked to reduce violence against women, combat trafficking and prevent HIV-AIDS.

MY VISION

My most cherished goal in life is to contribute significantly towards eliminating all forms of discriminations against women using the “FAR-sight” approach, so that gender-equity and non-discriminatory social systems could be established and state-obligation towards these ends could be ensured.
 

                                    

FAR stands for Freedom, Access and Rights. We need to ensure right-based approach and affirmative action as well as access to all services and opportunities for women. We need to ensure ultimate freedom of action and opinion for ending all kinds of discriminations against women. We need to sensitize the mass media to achieve this goal. Besides, monitoring mechanisms and indicators should be put in place for results-based implementation of CEDAW, Beijing PFA and concluding observations in all member-countries. Establishment of Gender Ombudsperson as a part of CEDAW implementation mechanism could be the right strategy to achieve this goal. My mission and vision is to participate in this global process under the UN umbrella in order to make tangible progress towards ending all kinds of discrimination against women.

 

CEDAW AND BANGLADESH

CEDAW is very important for the people of Bangladesh as Bangladesh is Constitutionally committed to women’s advancement and rights. Bangladesh received global appreciation for attaining considerable success in alleviation of human poverty, women’s development, promotion of education, health and nutrition, micro-credit programs and poverty reduction strategies and policies. Development vision of Bangladesh incorporates gender mainstreaming and advancement of women in all spheres of life as an integral part of the nation-building process.

Bangladesh is one of the first ten countries in the world to sign optional protocol on CEDAW, enabling the protocol to enter into force. Bangladesh had ratified CEDAW in 1984 with some reservations. Subsequently reservations on Article 13(a) and 16 1(f) were withdrawn, though partial reservation is still in place.

The Government of Bangladesh has submitted the 5th periodic report on CEDAW implementation to the UN CEDAW committee. On July 2004, CEDAW reviewed Bangladesh most positively. Many of the suggestions made through concluding observations are being implemented by the government. The Government of Bangladesh also formulated National policy and National Plan of action for the advancement and rights of women on the basis of Beijing PFA and CEDAW.

Bangladesh has a separate Ministry solely devoted to the advancement of women and children. Both our Prime Minister and the Opposition Leader are women since 1991. Also, the reserved seats in the national parliament have been increased to 45 from 30 through a Constitutional amendment. Bangladesh is among the top troop contributors in UN peacekeeping forces around the globe.
The Government of Bangladesh has been a party to the ongoing international efforts with a view to ensuring women’s advancement. The country has actively participated in all world conferences on women and expressed its commitment to the fulfillment of the objectives of those conferences. Since Beijing + 5 meeting, a series of regional meetings were arranged to monitor implementation status of the Beijing process. The Government of Bangladesh participated actively in those meetings, reported implementation status of PFA in the national context and reiterated her full commitment to the global process.
 

Empowerment of Women

Women are increasingly being integrated into the economic mainstream in Bangladesh. Innovative home-grown ideas like microcredit have immensely facilitated their empowerment. The World Bank report 2004 says “Total number of women microcredit borrower has reached 12 million with microcredit loans reaching US $ 1.2 billion. These loans have helped to empower women by increasing social mobilization, income generation and decision making in the family and the community. Besides, 1.5 Million women in Bangladesh are employed in the garments industry. They earn nearly 75 to 80 percent of the trade income. Support services like day-care centers for children & working women’s hostel have also been introduced to foster women’s participation to supplement the workforce of the country.

Achievements in Education & Health:

Bangladesh government makes the largest budgetary allocation for education. According to the World Bank report, Bangladesh has the highest enrollment in primary schools among developing countries, including the enrollment of poor children. Bangladesh has achieved gender parity in enrollment at the primary & lower secondary levels. With a view to promote girls education and address the dropout rates of female students at the secondary level & higher secondary level, the government has made education free for girls up to Grade-12 & cash incentives are also provided to them.

The government’s health & population sector program 2003-2006 is expected to effectively address the health needs of the rural poor, particularly the women & children. Under the program, maternal health services have been extended to cover the women-folks of rural areas by establishing community and mobile clinics.

The essential healthcare services in Bangladesh includes basic and emergency obstetric care, safe delivery, antenatal care and prenatal care, reduction of unsafe abortion and increased use of clinical contraceptive services, T.T. immunization and women friendly hospitals. Bangladesh has been a successful model in pursuing family planning with a view to control population as well as putting special focus on women’s reproductive health. Infant mortality has been cut by half over the last two decades and immunization rate of children under two are better than most in the developing world. Average life expectancy of people has also increased.


Legal Reforms

The government has enacted a number of laws to provide better legal protection to women, including Suppression of Women and Children Repression Act 2000, which was amended in 2003 and CAMERA trial was introduced for the protection of victims of violence. Besides, Acid Crimes Control Act 2002 and Acid Control Act 2002 have also been introduced. In addition, one-stop crisis centers have started working to provide speedy legal, medical and other required assistance to female victims. In addition, 38 Speedy Trial Tribunals are in operation to expedite trials on violence against women.


PROMOTING WOMEN’S ADVANCEMENT AND RIGHTS

Women’s Empowerment:


As a Director of Grameen Bank, the pioneer organization engaged in promoting micro-credit and women’s empowerment by providing access to financial services and self-employment opportunities, I have had a direct influential role in creating opportunities for the rural poor women in Bangladesh. Studies have shown that the Grameen Bank members, 96% of them women, have a greater say in reproductive decisions because of their greater financial independence. At present, about 5 million rural women are working in the Grameen network alone, where rate of loan recovery is about 98%.
As an advisor of the Acid Survivors’ Foundation, member of the Regional Coordinating Mechanism for Migration, Mobility and HIV/AIDS and Co-Chair of UNAIDS regional sub-group, I played an active role in supporting rehabilitative, awareness and support programs for women and children.

I was one of only four women who had successfully passed the first Bangladesh Civil Service Examination. I was the first woman to get promotion to the position of Tax Commissioner of Bangladesh in 1999. In 2005, I became the first woman to head Bangladesh Television, the largest public broadcasting organization in Bangladesh, as its Director General. Earlier, I worked as Joint Secretary at the Ministry of Women and Children Affairs between 2002 and 2004, after which I was promoted to the position of Additional Secretary to the government.

Being the first woman in any position, while an honor, is certainly not easy. I always had to set standards and serve as an example for other women in order to make it easy for them to follow my footsteps; it was all the more difficult in a country like Bangladesh where the society is tradition-bound and conservative and gender-roles are socially imposed. I had to show that women could be efficient and effective in public services, could perform their jobs with diligence and commitment, and at the same time remain a keen homemaker.

Gender Mainstreaming:

While working at the Ministry of Women and Children Affairs as Joint secretary (Development and Planning), one of my important responsibilities was to oversee 34 gender specific projects which were designed to provide social and legal protection for women and children. These included:

• Vulnerable Group Development (VGD) program for empowerment and life-skill building of the poorest women, funded by WFP
• Multi-sectoral program to prevent violence against women, which aimed to provide legal and medical help, psycho-social counseling, burn treatment, DNA Lab facilities and Hot Line Services for the victims, funded by Royal Danish government.
• Combating human trafficking, including action programs to combat cross-border and domestic trafficking, funded by the Norwegian government.
• Develop gender-based curriculum, gender tools and gender-sensitive training programs to promote gender governance, gender sensitive media and gender sensitive justice system in the country, funded by UNDP.
• Advocacy to end gender-based violence, funded by UNFPA
• Policy leadership and advocacy for gender equality, funded by CIDA.
• Empowerment and protection of women and adolescent girls, funded by UNICEF.


PARTICIPATION IN CEDAW & CRC CONVENTIONS:

While working as joint secretary at the Ministry of Women and Children Affairs, I was actively involved in the preparation of 5th periodic report. I had the privilege to attend and actively participate in the 31st session of CEDAW committee meeting on the implementation status of our country in respect of various articles of the CEDAW convention. I also actively participated in the regional conference on facilitating the implementation of the CEDAW in Sri Lanka in September 2002. I was also a member of the Bangladesh delegation at the Beijing Plus Five, United Nations General Assembly session on “Women 2000: Gender Equality, Development and Peace for the Twenty-first Century.’’ I also worked as a member of the Drafting Committee of High-Level Inter- Governmental Meeting to Review Regional Implementation for Beijing PFA in Thailand, 2004 and participated in the interactive meeting at the UN Global Review on Beijing+10 in 2005 in New York. I was instrumental in setting up UNIFEM office in Bangladesh.

I played an important role in the review of 2nd Periodic Report on the Child Rights Convention (CRC) meeting in Geneva, in 2003. Following an exploratory mission in Sweden, France and Norway at the invitation of the Swedish Government in 2004, I have drafted the proposal to establish an Independent Commission for Children in Bangladesh. I also advocated for the creation of Children’s Ombudsman and Gender Ombudsman in Bangladesh.


GO-NGO PARTNERSHIP:


As Chairperson of the Government and Civil Society Committee at the Ministry of Women and Children Affairs, I took initiatives for GO-NGO collaborations, so that NGOs and civil society could contribute towards shaping government policies and programs; GO-NGO partnership was established for dissemination of the concept of CEDAW, Beijing PFA and MDG at the grassroots level, strengthening WID focal point mechanism to bridge the gap between policy and implementation. I took initiatives to engage NGOs as a partner for program implementation. I took initiative to introduce gender-sensitive curriculum at various government training institutes, such as: Bangladesh Public Administration Training Center (BPATC), Bangladesh Civil Service Administration Academy, Academy for Planning and Development (APD) and National Academy for Educational Administration (NAEM). I have attended various women’s empowerment conferences and presented papers in various seminars promoting GO-NGO collaboration.

PROMOTING GENDER ISSUES:

While working at the Ministry of Women and Children Affairs as Joint Secretary and Director General in-charge of Department of Women Affairs, Government of Bangladesh, I was involved in the following activities:

• Formulate and implement policies on gender issues;
• Mainstreaming gender issues into policies, programs and project proposals of different ministries, departments, NGOs; also administering these through the Women in Development (WID) mechanism which was institutionalized through the National Action Plan;
• Ensure women's interests and rights in the family, social conflict resolution, conflict management and prevention;
• Reducing violence against women, domestic violence, dowry related crime, acid throwing, and combating human trafficking through mass awareness campaign;
• Empowering women through implementation of gender-focused PRSP;
• Promote micro-entrepreneurship and micro-credit to empower women at the grassroots level;
• Capacity-building through life-skill training program for poor women;
• Protecting the legal, economic and social rights of disadvantaged, abandoned and homeless children and women through social safety nets;
• Creating safe-houses and shelters for abandoned children and women & victims of violence;
• Monitor, co-ordinate and oversee the implementation status of the National Policy for Women's advancement, the National Action Plan, the CRC and CEDAW;
• Encourage creation of gender friendly institutions and infrastructure.


BROADENING AWARENESS THROUGH MEDIA:

Early in my career, I worked as an Assistant Editor of a Bangla language daily. I came full-circle, going into retirement as the Director General of Bangladesh Television, the largest public broadcasting organization in the country. I understand the value of utilizing the media for generating public awareness. While working as Director General of Bangladesh Television, I increased the broadcasting hours of educational programs for children, produced numerous programs focusing on women’s rights and issues, including an one-hour special program on Beijing+10, the United Nations Special Summit on Women’s Issues, reviewing the progress made since the 1995 Beijing Summit. I also increased the number of social awareness programs focusing on adolescent girls, child labor, HIV/AIDS, migration, mobility and trafficking. At BTV I was instrumental in broadcasting “Sisimpur,” a Bangla version of the children’s program ‘Sesame Street’, which was developed with USAID support. All through my career, I have delivered speeches and presented papers at various forums on women’s rights and empowerment issues.


FISCAL RESPONSIBILITIES IN GOVERNMENT:

While serving at the National Board of Revenue in various positions in the Department of Taxes, I maintained a high level of administrative discipline and motivated my staff through emphasis on efficiency, diligence, accountability and strong financial ethics. As Commissioner of Taxes, I set and met revenue generation goals that were 30% higher than previous years. To promote women’s entrepreneurship, I took initiatives to provide tax incentives for women entrepreneurs and one-stop banking system for women.


CONCLUSION

The economically backward and socially deprived and disadvantaged women community of developing world including Bangladesh certainly needs both domestic and external help for advancing their cause. This would require sustained advocacy efforts at the individual, institutional, social, national, regional and international levels for generating mass awareness and making them active participants and earning support for them from all concerned quarters. As a woman and champion of women’s freedom, their empowerment and rights, I believe that I am in a position to meaningfully utilize my lifelong experiences, skills and expertise to help other women, whose rights have been denied or neglected, and freedoms – personal and legal – have been curtailed. In my view, there remains much scope for generating awareness on the subject through various means including the mass media and various advocacy tools, for providing educational and support services to women in need and for promoting women’s health and reproductive rights as well as their overall status and access to opportunities in partnership with other member-countries around the globe under the umbrella of the United Nations. I look forward to such a challenge very keenly.
